Second Advance Version, 2nd Resolution of Modifications to the General Rules of Foreign Trade for 2020 and Annexes

On October 20th, 2020, the Tax Administration Service (SAT) published its official website the Second Advance Version of the 2nd Resolution of Modifications to the General Rules of Foreign Trade for 2020 and Annexes, in this regard the following information stands out:

In these rules the reference of the ACOP, (Central Administration of Register Operations of the AGSC) is eliminated to now point to the AGSC (General Administration of Taxpayer Services)

Consultations on customs matters and through organizations that group taxpayers (Rule 1.2.8)

It is specified that the consultations made must be about real and specific situations in customs matters.

Grounds for suspension in the registers (Rule 1.3.3)

The changes to this rule are as follows:

  • The reference to the ACOP, (Central Administration of Register Operations of the AGSC) is eliminated to now point to the AGSC (General Administration of Taxpayer Services)
  • It is established that in the case of nullifying the Registration of Registers, it may be requested in accordance with the provisions of the procedure sheet in Annex 1-A.

Registration, exemption and procedure to cancel the suspension in the Sectorial Exporters Register (Rule 1.3.7)

Regarding this Rule, the following is amended:

  • To register in the Sectorial Exporters Register, the format called “Registration Authorization for the Sectorial Exporters Register (Rule 1.3.7.)” of Annex 1 must be submitted in original with autograph signature and comply with the requirements set forth in the procedure form 141 / LA of Annex 1-A.
  • Exporters who have been suspended in the Sectorial Exporters Register may request that said suspension be left without effect, complying with the provisions of the procedure sheet 142 / LA of Annex 1-A.

Obligations of those authorized to provide the services of electronic pre-validation of data contained in the motions (Rule 1.8.2)

It is established that those who provide pre-validation services, in addition to complying with the syntactic, catalytic, structural and normative criteria, must pre-validate the requests complying with the “Technical Guidelines of VOCE-SAAI Registers” and with the “Technical Guidelines for authorized persons provide their digital seal in the prevalidation requests ”, issued by the AGA, which can be consulted on the SAT Portal.
