Importation and classification of rough diamonds

The Canada Border Services Agency (CBSA) has released Customs D-Memorandum D10-17-1, advising of the definition and tariff classification of rough diamonds, unsorted diamonds and unworked diamonds.

Rough diamonds imported or exported in Canada requires the Kimberley Process international certificate and are classified in Chapter 71 of the Customs Tariff. Many countries including Canada participate in the Kimberley Process international certification scheme for imports and exports of rough diamonds. Trade in rough diamonds with non-participants in the scheme is prohibited.

Recently, Croatia was removed from the Kimberley Process scheme program and two countries, Ivory Coast and Mali, were added.
