CBSA investigating the possibility of assessing additional duties on large diameter line pipe from China & Japan

On March 24, 2016, the Canada Border Services Agency (CBSA) initiated investigations of alleged dumping and subsidizing of certain welded large diameter carbon and alloy steel line pipe (large line pipe) originating in or exported from the People’s Republic of China (China) and Japan, and the alleged injurious subsidizing of large line pipe from China.

The investigations follow a complaint filed by EVRAZ Inc. NA Canada (Regina, Saskatchewan) and Canadian National Steel Corporation (Camrose, Alberta) (collectively “Evraz”), and Tenaris Global Services (Canada) Inc. (Calgary, Alberta), Algoma Tubes Inc. (Sault Ste Marie, Ontario).

The goods in question are usually classified under the following Harmonized System classification numbers:

7305.11.00.21, 7305.11.00.29, 7305.12.00.20, 7305.19.00.21, 7305.19.00.29.
