Import levy on pork and pork products to begin

The Canadian Pork Promotion and Research Agency (PPRA) implements charging of a levy per hog or calculated on the pork content. The pork levy imposed will be for business industry engaged in the marketing of hogs in interprovincial, or export trade and the importation of hogs or pork products into Canada. The Farm Products Agencies Act (FPAA) allows for the creation of the Canadian Pork Promotion and Research Agency (PPRA) with the authority to collect national levies on domestic and imported farm products to provide funds for its promotion and research activities.

The creation of the Canadian Pork Promotion and Research Agency provides an effective tool to contribute to the Canadian government’s priorities, by fostering economic growth in the agri-food industries through support for agricultural science research, innovation, and promotion. The Canadian Pork Promotion and Research Agency will help organize producers and industry to fund activities to equip them to face the challenges of competing in domestic and international markets.

The levy on pork and pork products is not collected by Canada Border Services Agency (CBSA) and not payable at time of importation into Canada.

The data collection of the pork and pork products is to begin on April 1st, 2022 on importations entering Canada during the month and will be assessed the levy and invoiced the following month in May 2022. The levy is equivalent to the domestic levy of 0.80 per head.  The levy amount will be billed by the Canadian Pork Promotion and Research Agency (PPRA) monthly directly to the importer. The import levy would be based per hog and would be applied to all pork products based on a formula that converts the per hog levy to a pork-based levy. The amount of the levy to pay is on the calculation of the pork content in multi-ingredient food, the levy coefficient charge is based on weight. Specific calculations are set out for each Customs Tariff item based on a conversion to a live animal basis. This is published in Schedule 2 of the Levies Order.
