Consultations on Proposed Amendments to Certain Regulations on Surface Coating Materials under CCPSA

Health Canada is conducting consultations and industry is invited to comment on the proposal to amend requirements for surface coating materials and applied surface coating materials set out in a number of regulations under the Canada Consumer Product Safety Act (CCPSA)

The Surface Coating Materials Regulations, the Carriages and Strollers Regulations, the Cribs, Cradles and Bassinets Regulations, the Expansion Gates and Expandable Enclosures Regulations, the Playpens Regulations and the Toys Regulations are affected by this proposal.

Stakeholders being consulted on this regulatory proposal at the present time include

  • businesses that manufacture, import, distribute, sell or advertise the products affected by this proposal, including paints and other surface coating materials, furniture, products for children, pencils and artist brushes;
  • laboratories that test the products affected by this proposal;
  • public interest groups that focus on public health, particularly that of children;
  • the Canadian public, particularly parents and other caregivers of children; and
  • other interested parties.

This Canada Gazette, Part 1, Volume 155, Number 17: proposal was published in the Canada Gazette, Part I, on April 24, 2021 and is open for comment until July 3, 2021.

The Government of Canada is moving to the use of an online portal for stakeholders to provide comments on proposed Regulations. The proposed Regulations are part of a pilot project to help refine the portal and its functionality. As a result, comments on the proposal should be submitted online via the link. All submitted comments will be posted verbatim on Canada Gazette, Part I after the consultation period is closed.
