January 14, 2020 -The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) issued its annual
list of explosives determined to be within the coverage of pertinent United States Code (USC). The list is effective January 2, 2020.
Explosive materials include, but are not limited to:
- dynamite and other high explosives,
- black powder,
- pellet powder,
- initiating explosives,
- detonators,
- safety fuses,
- squibs,
- detonating cord,
- igniter cord, and
- igniters,

An ATF issued Federal Explosives License is required to import, distribute, ship, and transport explosive materials in interstate or foreign commerce. Anyone who ships, transports, causes to be transported, or receives explosive materials must hold a license or permit.
The list is the same as the 2018 annual list, except for the addition of 4 explosives.
- dipicryl sulfide, and its synonym hexanitrodiphenyl sulfide
- nitrotriazolone, and its synonym 3-nitro-1,2,4-triazol-5-one
- trinitrobenzenesulfonic acid, and its synonym picryl sulfonic acid
- trinitrofluorenone
