Revisions to TRQ Application Process: Simplification of Documents, Temporary Administration Changes and New Contact Information

Simplification of Documents

As initially announced in October 2019, in the light of the increased number of tariff rate quotas (TRQs) under Canada’s trade agreements, Global Affairs Canada has undertaken an initiative to streamline and simplify public documents related to TRQ administration for supply-managed products. Continuing with the process, we would like to inform you that additional simplified documents are now available on our website in preparation for the TRQs that have an application period starting on May 1st.  The documents relate to the following TRQs:

As with the Notices published in October 2019, these Notices to Importers have been reformulated in plain language. There is no change to existing ministerial allocation policies; however, the requirement to provide an individual affidavit as a part of a Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) TRQ application package has been removed. In order to eliminate information duplicated across many of the Notices, key information has been centralized in the General Information on the Administration of Import Tariff Rate Quotas (TRQs) for Supply Managed Products.

Additionally, key dates and access quantities for the various supply-managed TRQs have been centralized and published in the Key Dates & Access Quantities 2020 – 2021 Tariff Rate Quotas (TRQs) – Supply Managed Goods. Also note that corresponding revisions have been made to the respective application forms.

Please note the published information does not address any Canada-United States-Mexico Agreement (CUSMA) related TRQs, which will be published before coming into force.

Changes to the TRQ Application Process Resulting from COVID-19

Recognizing the impacts COVID-19 is having on stakeholders’ ability to conduct normal operations, Global Affairs Canada is implementing temporary changes for the 2020-2021 dairy year TRQ application process.

On an exceptional basis, the requirement to provide an accountant’s letter for the upcoming CPTPP TRQs that will open for application on May 1st, 2020 is waived.

Moreover, given that access to certain Government of Canada facilities has been severely restricted due to COVID-19 measures, all applications for the TRQs identified above are to be submitted electronically.  The email address to which you must submit your application is included in the application form for each respective TRQ.

New contact information related to dairy TRQs

Please be advised that the contact information related to dairy TRQs has changed, effective immediately. For any enquiries or to submit applications, please use the new commodity specific email addresses listed on the Application Forms and our Contact Us page.
