Amendments to the Organic Laws of the Federal Public Administration, Navigation and Ports

The primary purpose of these amendments is to transfer responsibilities and functions from the Secretary of Communications and Transportation to the Secretary of the Navy.

In the Virtual Open Parliament “Initiative that reforms the Organic Laws of the Federal Public Administration, Navigation and Maritime Commerce and Ports”, the president of the Government and Population Commission, deputy Rocío Barrera Badillo (Morena), stressed that these modifications they have broad social and administrative significance.

She pointed out that the parliament serves to have the expert opinions that will help determine the viability of the three initiatives and enrich the opinion. The constant, he said, is to increase the competitiveness of the country in terms of maritime transport, comply with the commitments made at the international level and that the ports have more security.

The president of the Public Security Commission, deputy Juanita Guerra Mena (MORENA), pointed out that the objective of transferring powers from the Secretariat of Communications and Transportation to the Secretariat of the Navy is to reinforce the fight against insecurity. “Secretariat of Navy is the only one that has sufficient operational means to carry out the exercise of national maritime operations”, she considered.

Deputy Raúl Eduardo Bonifaz Moedano (MORENA) supported the proposal because it promotes the operation of the maritime and port system, which is of special relevance for the effectiveness of trade. Furthermore, it eliminates duplications, distinguishes the functions between the Secretariat of Communications and Transportation to the Secretariat of the Navy, and implements control mechanisms to develop the merchant marine.
