CBSA announces changes to the anti-dumping/countervailing on Concrete Reinforcing Bar

On June 29, 2016 the Canada Border Services Agency (CBSA) concluded its re-investigation of the normal values and export prices respecting certain concrete reinforcing bar originating in or exported from the People’s Republic of China, the Republic of Korea and the Republic of Turkey and the amount of subsidy respecting certain concrete reinforcing bar originating in or exported from China.

Subject goods are defined as “Hot-rolled deformed steel concrete reinforcing bar in straight lengths or coils, commonly identified as rebar, in various diameters up to and including 56.4 millimeters, in various finishes, excluding plain round bar and fabricated rebar products, originating in or exported from China, the Republic of Korea and Turkey” and are usually classified under the following HS classification numbers: 7213.10.00.00, 7214.20.00.00, 7215.90.00.90, 7227.90.00.90.

The Notice of Conclusion provides a listing of Exporters that have obtained normal values for anti-dumping duty as well as additional product information.

Importations of subject goods from non-cooperative exporters or for subject goods for which normal values have not been established will attract a rate of anti-dumping duty of 41% of the export price and, in the case of China, an additional rate of countervailing duty of 469 Renminbi per metric tonne.

Colakoglu (Çolakoğlu Metalurji A.Ş.) has been provided with specific normal values effective June 29, 2016.

Importers are advised to review their importations to ensure they are correctly reporting goods that may be subject to SIMA duties subsequent to the re-investigation.
