Important update on Mexico’s Customs reforms and potential border delays

Significant changes to Mexico’s Customs process will impact all businesses involved in cross-border trade. It’s important that importers understand these new regulations to ensure their shipments continue to move as smoothly as possible.

What’s changing?

The government of Mexico is implementing substantial reforms to its Customs Law (Ley Aduanera). A key change, effective December 9, 2025, is the mandatory use of the Electronic Value Manifest (Manifestación de Valor Electrónica). This requires the electronic submission of detailed, verifiable documentation supporting valuation, country of origin, and other data points, prior to the customs clearance of the goods. These reforms are designed to modernize customs procedures through digitalization and increase regulatory oversight.

What this means for importers

Compliance is now more critical than ever. Businesses that are not fully compliant with the new requirements may face significant penalties and delays at the border.

It is anticipated that, as these changes go into effect, there will be processing delays at all Mexico ports of entry.

Proactive involvement is essential. Importers should begin preparing now to meet these new obligations. This includes reviewing internal processes for gathering and maintaining the required trade documentation.

These regulatory changes are imminent and will have a significant impact on those importing into Mexico. There is also a possibility of further adjustments to the law, changes to deadlines and additional regulatory updates.
