Government of Canada initiates SIMA investigation of certain thermal paper rolls from China

On June 12, 2025, the Canada Border Services Agency (CBSA) announced the launch of a SIMA investigation respecting the alleged dumping and subsidizing of certain Thermal Paper Rolls originating in or exported from China. The investigation follows a complaint filed by McDermid Paper Converters Limited, Media Cash Register Inc., and Custom Paper Ltd.

Subsequently, on June 13, 2025, the Canadian International Trade Tribunal (CITT) initiated a preliminary inquiry to determine if the alleged dumping and subsidizing of said goods has caused injury or is threatening to cause injury to Canadian manufacturers. The CITT is scheduled to make their determination no later than August 11, 2025.

Full details regarding the CBSA’s investigation are available here.

Details of the CITT preliminary injury inquiry are available on the CITT website.
