Government implements new measures to protect Canada’s steel industry

On December 12 2025, the Government of Canada announced the implementation of new measures designed to provide immediate relief and long-term clarity for Canadian manufacturers. 

The new measures are as follows:

  • Effective December 26, 2025, a 25% Surtax will be imposed on certain steel derivative products from all countries
  • Temporary extension of existing U.S. steel and aluminum Surtax remissions, currently set to expire in December 2025, to provide Canadian businesses with stability as they adjust supply chains
  • Effective December 26, 2025, Tariff rate quota (TRQ) levels for imported steel products will also be reduced to 20 per cent of 2024 levels for non-free trade agreement (FTA) partners, and 75 per cent of 2024 levels for non-CUSMA FTA partners.
