Government of Canada Initiates Expiry Review concerning Carbon Steel Welded Pipe from China

On May 24, 2018, the Canadian International Trade Tribunal (CITT) initiated an expiry review of its finding of injury made on August 19, 2013 concerning the dumping and subsidizing of certain carbon steel welded pipe originating or exported from China.

On May 25, 2018, as a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the above finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The CBSA will make a determination no later than October 19, 2018, and will issue a Statement of Reason by November 2, 2018.

The subject goods are described as carbon steel welded pipe, commonly identified as standard pipe, in the nominal size range of ½ inch up to and including 6 inches (12.7 mm to 168.3 mm in outside diameter) inclusive, in various forms and finishes, usually supplied to meet ASTM A53, ASTM A135, ASTM A252, ASTM A589, ASTM A795, ASTM F1083 or Commercial Quality, or AWWA C200-97 or equivalent specifications, including water well casing, piling pipe, sprinkler pipe and fencing pipe, but excluding oil and gas line pipe made to API specifications exclusively, originating in/or exported from the China.

These goods are normally imported under HS classification numbers 7306.30.00.14, 7306.30.00.19, 7306.30.00.24, 7306.30.00.29, 7306.30.00.34, 7306.30.00.39. As part of its expiry review investigation, the CBSA has forwarded questionnaires to Canadian producers, importers, exporters and to the Government of China.
