Customs notice 26–07: Steel derivative goods surtax remission order

On March 11, 2026, the Canada Border Services Agency (CBSA) issued Customs notice 26–07, which contains administrative guidelines for applying the steel derivative goods surtax remission order.

We know these surtaxes can have unintended effects on Canadian companies and entities, and this remission order helps minimize that impact. You will be granted a remission of surtaxes payable under the steel derivative goods surtax order for the following:

  • Goods used in public health, public safety, and national security.
  • Goods used in health care.
  • Goods referred to in the schedule of the remission order.
  • Utility wind towers, and sections of those towers, that are classified under tariff item 7308.20.00 and that:
  1. Are imported for installation on an offshore energy project, or
  2. Are the subject of a purchase order, signed before Dec. 26, 2025, by the proponent of an energy project in Canada, that specifies their price and quantity.
