USTR seeks public input for USMCA joint review

The Office of the U.S. Trade Representative (USTR) has launched a public consultation process ahead of the joint review of the United States-Mexico-Canada Agreement (USMCA), scheduled for July 1, 2026. This review, mandated by Congress, will evaluate the agreement’s operation and its impact on trade and investment across North America.

Key details of the consultation process

The USTR is inviting public comments on several aspects of the USMCA, including:
• The operation and implementation of the agreement.
• Compliance issues related to the agreement.
• Recommendations for actions USTR should propose before the joint review.
• Factors affecting the investment climate in North America and the agreement’s effectiveness in enhancing U.S. competitiveness, productivity, and technological leadership.
• Strategies to strengthen North American economic security and competitiveness, including collaboration under the Competitiveness Committee and addressing non-market policies and practices of other countries.

The consultation process also includes a public hearing on November 17, 2025. Interested parties must submit comments or request to participate in the hearing by November 3, 2025.
