Government of Canada Initiates SIMA Inquiry on Decorative and Other Non‑Structural Plywood

Canada Border Services Agency (CBSA) announced on June 11, 2020, that it has launched an investigation under the Special Import Measures Act (SIMA) respecting the alleged injurious dumping and subsidizing of certain decorative and other non‑structural plywood originating or exported from China.

The investigation follows a complaint filed by Columbia Forest Products, Husky Plywood, Rockshield Engineered Wood Products, ULC, and the Canadian Hardwood Plywood and Veneer Association.

Subsequently, on June 12, 2020, the Canadian International Trade Tribunal (CITT) gave notice that it has initiated an injury inquiry to determine if the alleged dumping of the decorative and other non‑structural plywood has caused injury or retardation or is threatening to cause injury to Canadian manufacturers.

Parties wishing to participate in the preliminary injury inquiry must file a notice of participation with the CITT on or before June 24, 2020.
