Government of Canada initiates expiry review of carbon and alloy steel line pipe 1 from China

The Canadian International Trade Tribunal (CITT) advised on March 5, 2021, that it will initiate an expiry review of its finding made on March 29, 2016, concerning the dumping and subsidizing of certain carbon and alloy steel line pipe originating in or exported from China.

Concurrently, on March 8, 2021, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the above finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The CBSA will make a determination no later than July 30, 2021 and will issue a Statement of Reasons by August 13, 2021.

For detailed product descriptions, including exclusions and the pertinent HS codes of the subject goods, please refer to the Line Pipe 1 case in the Measures in Force.

As part of its expiry review investigation, the CBSA has forwarded questionnaires to Canadian producers, importers, exporters and the Government of China. Any Canadian producers, importers or exporters who have not received a letter and wish to provide a response to the questionnaire or have additional questions concerning the expiry review are advised to contact:

Laura Fast – Phone: 613‑954‑1641

Or by e-mail to: simaregistry-depotlmsi@cbsa-asfc.gc.ca

Responses to all questionnaires are due at the CBSA’s office in Ottawa by April 14, 2021.
