Government of Canada Initiates Expiry Review concerning Unitized Wall Modules from China

On August 27, 2018, the Canadian International Trade Tribunal (CITT) initiated an expiry review of its finding of injury made on November 12, 2013 concerning the dumping and subsidizing of Unitized Wall Modules originating in or exported from China.                                           .

On August 28, 2018, as a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) initiated an Expiry Review Investigation to determine whether the expiry of the above finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The CBSA will make a determination no later than January 25, 2019, and will issue a Statement of Reasons by February 8, 2019.                  .

The subject goods are described as “Unitized wall modules, with or without infill, including fully assembled frames, with or without fasteners, trims, cover caps, window operators, gaskets, load transfer bars, sunshades and anchor assemblies; excluding non-unitized building envelope systems such as stick systems and point-fixing systems. The wall modules are generally classified under H.S. classifications 7610.10.00.20, 7610.90.10.90, 7610.90.90.90 and may be classified under H.S. classifications 7008.00.00.00, 7308.30.00.21, 7610.10.00.10, or 7610.90.90.30. As part of its expiry review investigation, the CBSA has forwarded questionnaires to Canadian producers, importers, exporters and to the Government of China.
