Government of Canada initiates expiry review concerning hollow structural sections

On December 10, 2018, the Canadian International Trade Tribunal (CITT) initiated an expiry review of its finding of injury made on December 20, 2013, concerning the dumping of hollow structural sections originating in or exported from Korea and Turkey.

On December 11, 2018, as a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the above finding is likely to result in the continuation or resumption of dumping of the subject goods.

The CBSA will make a determination no later than May 9, 2019, and will issue a Statement of Reasons by May 24, 2019.                   .

The subject goods are defined as hollow structural sections made of carbon and alloy steel, welded, in sizes up to and including 16.0 inches (406.4mm) in outside diameter for round products and up to and including 48.0 inches (1,219.2 mm) in periphery for rectangular and square products, commonly but not exclusively made to ASTMA500, ASTMA513, CSA G.40.21-87-50W and comparable specifications, originating in or exported from South Korea and Turkey.

These goods are normally imported under HS classification numbers 7306.30.00.20, 7306.30.00.30, 7306.50.00.00, 7306.31.00.10 and 7306.13.00.20. As part of its expiry review investigation, the CBSA has forwarded questionnaires to Canadian producers, importers and exporters.
