Fiscal Year 2021 Sugar TRQ Announced and Allocated by Country

The U.S. Department of Agriculture (USDA) announced the Fiscal Year (FY) 2021 Sugar Tariff Rate Quota (TRQ) on imports of sugar for the period October 1, 2020 through September 30, 2021, although some TRQs may fill at opening.

World Trade Organization (WTO) country specific TRQ allocations were determined by the United States Trade Representative (USTR) for raw cane sugar, refined and specialty sugar, and sugar containing products.

FY 2021 Sugar Quota amounts and allocations:

Raw cane sugar -The TRQ totals 1,117,195 metric tons raw value (MTRV), and opens on October 1, 2020, with allocations varying by country.  A certificate of quota eligibility (CQE) is required. 

Note:  The USDA increased the FY 2020 TRQ for raw cane sugar by 90,718 MTRV, for a total in FY 2020 of 1,525,428 MTRV. They also extended this 2020 quota period until October 31, 2021 due to COVID-19.

Refined sugar -The TRQtotals 162,000 MTRV and includes specialty sugar. The quota opens on October 1, 2020. A CQE is required for the Canadian and Mexican TRQ.

Allocations: 10,300 MTRV – Canada

                     2,954 MTRV – Mexico (but Mexico is currently excluded)

                     7,090 MTRV – WTO countries

Specialty sugar -The TRQ totals 141,656 MTRV, and is administered over five tranches, as follows:

  • 1st tranche -opens October 1, 2020, is for 1,656 MTRV
  • 2nd tranche –opens October 8, 2020, is for 40,000 MTRV
  • 3rd tranche -opens January 21, 2021, is for 40,000 MTRV
  • 4th tranche -opens April 15, 2021, is for 30,000 MTRV
  • 5th tranche –opens July 15, 2021, is for 30,000 MTRV

Note:  The 2nd – 5th tranches are reserved for organic sugar and other specialty sugars not currently produced commercially in the U.S. or reasonably available from domestic sources.

All tranches require a USDA issued Specialty Sugar Certificate

Sugar containing products -The TRQ totals 64,709 MTRV. The quota opens on October 1, 2020.  A foreign government export certificate is required.

Allocations: 59,250 MTRV – Canada

           5,459 MTRV – WTO countries

TRQs allow for entry of a specified quantity of a product at a reduced duty rate during a specific period. An unlimited amount may be imported in excess of the TRQ, but at a higher rate of duty.
