First Round of Exclusions Approved for China Section 301 List 4A Products

March 11, 2020 – The U.S. Trade Representative (USTR) granted the first round of exclusions from additional Section 301 duties accessed on Chinese origin products appearing on List 4A.

Eight complete 10-digit Harmonized Tariff Schedule (HTS) numbers were excluded:

  1. 3401.19.0000
  2. 3926.90.9910
  3. 4015.19.0510
  4. 4015.19.0550
  5. 4818.90.0000
  6. 6210.10.5000
  7. 6307.90.6090
  8. 6307.90.6800

Exclusions cover 59 separate exclusion requests, and are effective September 1, 2019, through August 31, 2020, using HTS number 9903.88.39.

List 4A additional duty of 15 percent had been assessed for goods entered or withdrawn from warehouse on or after September 1, 2019; with the duty amount reduced to 7.5 percent on February 14, 2020.

U.S. Customs and Border Protection (CBP) issued guidance on filing requirements.

Refunds for duties previously paid, which are now excluded, may be applied for using a Post Summary Correction (PSC) for unliquidated entries; or a Protest for entries liquidated within the past 180 days.
