Consultations on Comprehensive Review of Supply-Managed TRQs Global Affairs Canada has resumed

Global Affairs Canada has resumed consultations under Phase II of the Comprehensive Review of the Allocation and Administration of Tariff Rate Quotas (TRQs) for Dairy, Poultry and Egg Products. This consultation runs from January 6, 2021 and ends on March 5, 2021.

With the implementation of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Canada-United States-Mexico Agreement (CUSMA), the number of supply-managed TRQs administered by the department increased from 18 to 54. Given the significant increase, the department undertook this broad-based engagement exercise to hear from stakeholders.

In May 2019, the department launched Phase I of the Review. Input and feedback from these consultations informed the development of a range of policy options, which were included in Phase II of the consultations initiated in February 2020. Subsequently, the Review was temporarily suspended in May due to the COVID-19 situation.

The department has now resumed Phase II of the Review, which will be held for eight weeks from January 6, 2021 to March 5, 2021. The feedback received from Phase II of the consultations will inform the decisions of the Minister of Small Business, Export Promotion and International Trade in developing long-term TRQ policies. The long-term allocation and administration policies for each TRQ will be published on September 1st, 2021.

Participants are encouraged to review the background information including the Summary Report on Public Consultations: Phase I.

To participate in Phase II of the consultations, interested parties are asked to review the policy options and provide comments before the close of the consultation period ending on March 5, 2021. Any input received prior to the suspension of the consultations will be retained and given full consideration. However, respondents can also choose to retract, amend or resubmit their previous input. Provide your submission by email TRQConsultation.ConsultationCT@international.gc.ca before the closing of the consultation period at 11:59 p.m. (Pacific Time) on March 5, 2021.
