Consultation on WTO Tariff Rate Quota for Refined Sugar Exports to the United States

Global Affairs Canada is seeking input from industry on the administration of the Tariff Rate Quota (TRQ) for refined sugar exports to the United States established under the WTO, in order to update the administration policy. Sugar that is wholly obtained from Canadian sugar beets and refined in Canada is eligible for this TRQ. The consultation is available now and closes May 28th, 2021.

The Government of Canada is conducting consultations to hear stakeholders’ views specifically on the administration, including the allocation methodology, the eligibility criteria, the return policy, the reallocation policy, and the under-utilization policy.

Any Canadian stakeholder with an interest in the trade-related aspects of sugar to provide input.

Your input and thoughts are sought on four topics:

  • eligibility for an allocation
  • allocation methodology
  • allocation returns
  • penalties

The input gathered through this process will be used to update the administration policy for this TRQ, which will come into effect on October 1, 2021.

To participate in the consultation, interested parties are encouraged to review the background information and provide feedback through the online questionnaire. Please submit your responses by 11:59 pm (Eastern Time) on May 28, 2021.
