Preliminary CITT determination
The Canadian International Trade Tribunal (CITT) determined on July 2, 2024, that there is evidence the alleged dumping and subsidizing of certain Decorative and Other Non-Structural Plywood originating in or exported from China has caused injury, or threatens to cause injury, to Canada’s domestic industry.
CBSA investigation and next steps
This preliminary determination follows the Canada Border Services Agency’s (CBSA) investigation, which was initiated on April 10, 2026, into the alleged injurious dumping and subsidizing of these goods. The CBSA’s preliminary determination is expected within 30 days of the CITT decision. If the CBSA issues a determination of injury, provisional SIMA duties will become payable on the subject goods at that time.
