CITT makes final determination of dumping on certain steel wire

On January 2, 2026, the Canadian International Trade Tribunal (CITT) made a final determination of injury in regards to the dumping of Carbon and Alloy Steel Wire, originating in or exported from China, Taiwan, India, Italy, Malaysia, Portugal, Spain, Thailand, Turkey and Vietnam, This follows the Canada Border Services Agency’s (CBSA) Final Determination made on December 3, 2025.

As a result of the finding, the final anti-dumping rates are payable on imports of subject goods released from CBSA on or after January 2, 2026. CBSA will now review amount of provisional duty owing or paid during the provisional period and adjust amounts accordingly.

As per the CITT’s finding, anti-dumping duties will apply to subject goods that are for commercial distribution or industrial manufacturing (“Industrial Wire”) only. Subject goods imported that are packaged for retail sale to individual consumers for domestic use, not exceeding a weight of 1 kg per retail-ready package (“Retail Wire”) will not be subject to anti-dumping duty.

Importers are reminded that, if using the services of a customs broker to clear their importations, the brokerage firm should be advised whether or not the goods are subject to anti-dumping and countervailing duties and be provided with sufficient information necessary to accurately assess SIMA if applicable.
