May 12, 2020 – An order imposing “Final Safeguards” in the form of surtaxes on the importation of certain heavy plate, and stainless- steel wire was introduced in Customs Notice 19-08 (CN19-08). This Customs Notice also provides instructions, exemptions and a schedule of rates on certain heavy plate and stainless- steel wire.
On May 4, 2020, the Canada Border Services Agency (CBSA) issued a reminder of the upcoming scheduled revisions to the safeguard rates.
Period 2 of the Final Safeguard Measures will begin on May 13, 2020, for a one-year period ending on May 12, 2021.
The Surtax rates applicable to the subject heavy plate and stainless-steel wire will be reduced during this period on imported goods absent a specific permit, or once all subject importations exceed the Global Affairs Canada tariff rate quota (TRQ) for each of the goods. The rates are outlined in tables 2 & 3 of CN 19-08.
