CBP Update on Forced Labor WRO on Hoshine China Silicon Industry Co. Ltd.

U.S. Customs & Border Protection (CBP), issued a Frequently Asked Questions (FAQ) specific to the Withhold Release Order (WRO) on silica-based products made by Hoshine and its subsidiaries in China.

The WRO applies to the following goods:

  • Component Materials – silicon, including metallurgic grade silicon, silicon oxide and certain silicones in primary forms
  • Intermediate Goods – semiconductor devices, integrated circuits, additives for aluminum alloys and concrete
  • Finished Goods: photovoltaic cells, solar generators, solar panels, electronics, adhesives, and lubricants

Goods imported from third countries which are made from or contain above listed product may also be subject to the WRO.

CBP encourages importers to confirm their supply chains are not importing nor using imported silicone goods which are made with forced or indentured labor.

Additional information is available on CBP’s Forced Labor webpage.
