On July 30, 2026, U.S. Customs and Border Protection (CBP) will implement new Automated Commercial Environment (ACE) functionality requiring importers to report copper smelt and cast country information for certain copper articles subject to Section 232 requirements.
Effective July 30, imports of covered copper products from all countries of origin, except the United States, must include this information on the entry summary line.
The reporting requirement applies to the following HTSUS classifications:
- 8544.42.10
- 8544.42.20
- 8544.42.90
- 8544.49.10
Required reporting elements:
- Primary country of smelt (required)
- Country of cast (required)
- Secondary country of smelt (optional)
If the primary country of smelt, secondary country of smelt, and/or country of cast are unknown, filers may report “OTH” (Other).
The ACE CATAIR Entry Summary Error Dictionary was updated to include new validation errors related to copper smelt and cast reporting requirements:
- 869 COP PRIM SMELT CNTRY CD MISSING
- 870 COP PRIM SMELT CNTRY CD UNKNOWN CNTRY
- 871 COP SEC SMELT CNTRY CD UNKNOWN CNTRY
- 872 COP RECENT CAST CNTRY CD MISSING
- 873 COP RECENT SMELT CNTRY CD UNKNOWN CNTRY
CBP will deploy the functionality to the ACE Certification environment on July 16, 2026, and to the ACE Production environment on July 30, 2026.
Importers should work with suppliers and customs brokers to ensure the required data is available prior to implementation.
