Jill M. Hurley, Esq. Western Region, U.S.

Jill oversees U.S. import and export projects and offers compliance, risk management and penalty mitigation solutions. She specializes in export licensing requirements, supply-chain security, penalty mitigation projects, anti-dumping and countervailing duties, and intellectual property orders.

As a Director, Jill Hurley is responsible for the oversight of both U.S. import and export projects. Jill reviews her clients’ business models and practices to assist in determining areas of risk, while also offering solutions for compliance, penalty mitigation and risk management.Jill is well versed in the application and operational activities associated with EAR and ITAR requirements. Her experience includes expertise in registration, license application, license management and extraterritorial controls for foreign companies of products and services covered under various categories within the CCL and USML. She has also assisted exporters with ECCN and USML classification, commodity jurisdiction, the preparation of General Correspondence and Advisory Opinions, and the preparation and submission of voluntary disclosures.

Jill also assists companies in complying with U.S. nuclear export controls for nuclear materials handling equipment, nuclear materials, technology, and hardware and technology associated with nuclear plants and facilities. She has assisted clients with determining the proper jurisdiction for export controls for hardware, materials and technology.

Her experience also includes compliance assessments, procedures drafting, licensing assistance, technical control plans, and assistance with the transportation of nuclear materials.Jill’s expertise includes the development and implementation of import and export compliance programs, export licensing requirement determinations, supply chain security review, preparation, submission and oversight of penalty mitigation projects, as well as assistance with U.S. Trade Remedies, including Antidumping/Countervailing Duty and Intellectual Property orders. She also regularly works with issues involving HTSUS classification, NAFTA and other FTAs, country of origin, and proper appraisement (valuation) of merchandise for Customs purposes.

Jill is a licensed attorney in the State of New York and was admitted to practice in the Fourth Department. She received her Juris Doctor from the University at Buffalo Law School, where she focused her studies on U.S. Federal Regulatory Law and Alternative Dispute Resolution.
