On September 10, 2025, the Canada Border Services Agency (CBSA) made a preliminary determination of dumping and subsidizing with respect to imports of certain thermal paper rolls originating in or exported from China.
As a result of the determination, provisional SIMA duties are now payable on imports of subject goods that were released from Customs on or after September 10, 2025.
Please refer to CBSA’s Notice of preliminary determinations: Thermal Paper Rolls (TPR 2025 IN) for the affected HS codes and provisional duty rates.
The Canadian International Trade Tribunal (CITT) will now initiate an inquiry to determine whether the dumping and subsidizing of the subject goods have caused injury or are threatening to cause injury to domestic producers. The CITT’s notice of commencement of Inquiry will be available on the CITT website.
