Government of Canada prohibits certain exports to Russia

The Government of Canada (Government) recently announced that it is prohibiting the export, sale, supply or shipment to Russia by any person in Canada or any Canadian outside Canada of certain goods used in oil exploration or production.

This decision is due to the Government’s opinion that the actions of the Russian Federation constitute a grave breach of international peace and security that has resulted or is likely to result in a serious international crisis.

The goods in question are for use in:

  • offshore oil exploration or production at a depth greater than 500 m;
  • oil exploration or production in the Arctic; or
  • shale oil exploration or production.

Some of the goods affected by this decision include seamless stainless steel line pipe, seamless iron or steel line pipe, seamless iron or steel drill pipe and seamless iron or steel tubing, among others.
