CBSA announces changes to the anti-dumping/countervailing of certain copper tube

Effective January 30th, 2015 the Canada Border Services Agency (CBSA) concluded their re-investigation to update the normal values and export prices of certain copper tube originating in or exported from the Federative Republic of Brazil, the Hellenic Republic (Greece), the People’s Republic of China, the Republic of Korea and the United Mexican States and the amounts of subsidy of certain copper tube from China.

The subject goods are defined as circular copper tube with an outer diameter of 0.2 inch to 4.25 inches (0.502 centimetre to 10.795 centimetres) excluding industrial and coated or insulated copper tube.

The Notice of Conclusion provides a listing of Exporters that have obtained normal values for anti-dumping duty and preferential subsidy rates for countervailing duty as well as additional product information.

Importations of subject goods from non-cooperative exporters or for subject goods for which normal values have not been established will attract a rate of anti-dumping duty of 82.4% of the export price and, in the case of China, an additional rate of countervailing duty of 25,239 Renminbi per metric tonne.

The following exporters have been removed from the list of cooperative exporters.

  • Zhejiang Hailiang – China
  • Nacional De Cobre – Mexico

Importers are advised to review their importations to ensure they are correctly reporting SIMA subsequent to the re-investigation.
