The carrier's responsibilities in the cross-border movement of goods have been rapidly increasing due to ongoing border security initiatives.  The carriers are doing business in a very complex and many times unpredictable environment.  This section of our website provides some guidance to the carriers in regards to getting the shipments across the border without adverse impact on their clients.

                   

Single fax number for U.S. brokerage clients and carriers
A single fax number for U.S. brokerage clients and carriers regardless of the shipment’s port of arrival, is now available: 1-877-548-7277. New U.S. fax cover sheets are required.

A single number is already used for Canadian shipments: 1-866-548-4685

Now, clients and carriers need to remember only two fax numbers: one for northbound and one for southbound shipments.

CBSA responds to recent system outages
During the week of April 28th, CBSA experienced systems outages and extremely slow processing times; at its peak in excess of 4 hours. This was directly attributed to their firewall and tied to the problems experienced by the Canada Revenue Agency TAX NETFILE system.

Possible delays on Port Huron-Sarnia Blue Water Bridge
Carriers and drivers should be aware of possible slowdowns on the busy Port Huron-Sarnia Blue Water Bridge border crossing. Canadian border officials have threatened possible work action because of delays in contract negotiation.

CBP announces summer port hours of operation in Northern New York state
U.S. Customs and Border Protection (CBP), in conjunction with Canadian Border Services Agency (CBSA), have informed the public that the Border Inspection Stations at Churubusco, New York-Franklin Center, Quebec and Cannons Corners, New York-Cannons Corners, Quebec, will revise their hours of operation in accordance with the summer schedule.

U.S. and Canada discuss ending WPM exemption
Currently, wood packaging material (WPM) made entirely of Canadian origin wood or U.S. origin wood is exempt from certain treatment and marking requirements* in trade between the two countries. This exemption only pertains to WPM coming directly to the U.S. from Canada or directly to Canada from the U.S.

WHTI: Final rule for land and sea travel will begin June 1, 2009
The U.S. Department of Homeland Security (DHS) and the U.S. Department of State (DOS) have announced the final rule for the land and sea portion of the Western Hemisphere Travel Initiative (WHTI). Effective June 1, 2009, travelers will be required to present a passport, or other approved secure document, denoting citizenship and identity, for entry into the United States via land and sea travel.

The trade community is reminded the ACE Secure Data Portal is not available each weekend from 11:00 p.m. EDT on Saturday, until 5:00 a.m. EDT on Sunday, for regular system maintenance.

CBSA offering sessions on the Canadian e-Manifest Internet Portal project
The CBSA is currently coordinating a series of consultation sessions across Canada to get feedback from trade representatives on the e-Manifest Internet Portal project. The e-Manifest Internet Portal is a key element of the e-Manifest initiative that will allow clients to connect with and submit electronic information to the CBSA, query, and verify status of shipments arriving in Canada.

ACE e-Manifest: Cluster 7- Alaska, Phase 1 enforcement begins February 11, 2008
Effective Monday, February 11, 2008, trucks entering the United States through land border ports of entry in Alaska, will be required to transmit electronic cargo information through the Automated Commercial Environment (ACE) truck manifest system (e-Manifest). The Alaska ports, “Cluster 7”, are the final group to be rolled out in this massive U.S. Customs and Border Protection (CBP) border release program.

WHTI: Travelers reminded of new document requirements beginning January 31, 2008
All adult travelers as of January 31, will be required to present proof of citizenship, such as a birth certificate, and proof of identity, such as a driver’s license, when entering or re-entering the United States through land and sea ports of entry. This requirement will eliminate the “oral declaration” as evidence of citizenship and identity.

Mandatory field for highway cargo maps enforced for CSA carriers
Starting June 23, 2007 EDI highway carriers must submit the “load city” with all transactions. While this information has always been required within highway cargo maps (309 and 311), all cargo messages that do NOT include this information will now be rejected.  Canada Border Services Agency has turned on a system edit to make sure that this information is included and help officers assess the risk of shipments entering Canada. Carriers are urged to contact 1-800-886-6014 if they have any issues with this requirement or 1-888-957-7224 (ECU) for help with technical issues with the map.

PARS Call Center
Livingston's PARS Call Centre is available to confirm status of PARS Notification requests.  Contact the PARS Call Centre, toll-free, at 1-866-LIV-PARS (1-866-548-7277) at least 60 minutes after faxing the PARS Notification and have the PARS number available.  A Call Centre representative will provide the caller with the status of their PARS Notification.

PARS Notification fax cover sheet is designed to make sure that the right information gets to the right place at the right time.  The carrier/driver completes the cover sheet and faxes it together with the supporting documentation to Livingston, toll-free, at (866) LIV-INTL / (866) 548-4685 at least 3 hours before arriving at the border.

Import Tracker
Designed to help carriers and importers manage the movement of their U.S. import shipments,
Import Tracker provides users with real-time, web based access to the import status of all U.S. bound shipments being processed by Livingston International, Inc. Users can identify shipments based on a number of criteria, and can retrieve all shipments within the last five days using a Standard Carrier Alpha Code (SCAC) only search. Import Tracker also provides FDA Prior Notice and-or admissibility status for each applicable U.S. import shipment.

PAPS Call center
Staff at the Livingston Call Center, 1-866-LIV-PAPS (1-866-548-7277), provide callers with confirmation numbers upon cargo release acceptance by Customs. Callers should have their PAPS number (SCAC and pro-bill number) available.

E-mail or fax confirmation
Livingston clients and their supply chain partners can arrange to receive automated, real-time fax or e-mail messages that confirm U.S. customs acceptance of the entry (release) information by SCAC and bill number.
The on-line registration form is available here. Automated messages will begin to be forwarded via fax or e-mail within 72 business hours of registration. Users are encouraged to designate a generic fax number or e-mail address with internal distribution to all those who require this information.
