Customs Compliance Manual

A Customs compliance manual is evidence of reasonable care for an importer as required of them in the Customs Modernization Act (CMA) and is a mitigating factor for certain types of customs errors and penalties – it is a key component in a Customs Compliance Program and drives the importer’s import processing training program.

The CCM is typically required by CBP for both CTPAT and ISA program acceptance, and is the simplest and most cost effective starting point from which to launch a Customs compliance program.
Evans and Wood works with clients to develop a Customs Compliance Manual (CCM) that is customized to their specific needs.

Product Database Development

Classification Consistency, Entry Quality and Cost Certainty
Typically, the U.S. Customs and Border Protection expects importers to have a pre-classified database of their imported products and a process for developing new classifications as new products are entered into the imported inventory.

Evans and Wood & Co., Inc. offers a Product Database Development (PDD) service that’s separate and distinct from its entry transactional services. This service is designed to assist an importer in a proactive approach to pre-determining the necessary classifications for both consistency from one transaction to the next and to pre-plan its landed cost of each product.

The service includes:

  1. Classifying a range of products with pictures, samples or specifications
  2. Developing binding ruling requests for submission to Customs
  3. Offering expert written advice on a line or product
  4. Assistance in developing the other government agency requirements for a product
  5. Developing a database tool for managing product lines
  6. Conducting seminars and workshops on classification
  7. Training on the use of the electronic binding ruling module
  8. Assistance during a Customs audit for classification

Advantages of a product database development tool:

  • It provides consistency and accuracy of classification, establishing uniformity of classification use in various ports and by various broker/filers.
  • It’s a systematic quality measurement which Customs views as meeting a reasonable care criterion of the Modernization Act.
  • It’s more efficient and standardizes duty rates, which cuts importer costs.
  • It can be easily shared with its broker/filers.
